Preamble
The APR Management Meeting in 2008 identified two major challenges facing Scouting in
WOSM/APR. One of them was the declining membership in most of the NSOs, which affected
the regional membership. The regional membership was projected with a growth rate of 3% as
from the beginning of the APR Vision 2013 in 2001, to reach a target of 25 million in 2013.
However, the APR membership by the end of 2007 was only 15.4 million and had declined by
more than 2 million over the past 7 years.
